Eligibility Criteria for SC-1.1 & 1.2

Institutions to agree to implement all academic & non-academic reforms given below:

Curricular reforms

Exercise of autonomies

Establsishment of 4 funds

Generation, retention & utilization of IRG

Fill-up all existing teaching & staff vacancies

Delegation of decision making to senior Institutional functionaries with accountability

Improved student performance evaluation

Performance appraisal of faculty by students

Incentive to faculty for Continuing Education, consultancy and R&D&I

Accreditation of eligible UG & PG programmers

Specific for SC-1.1

	Minimum age of the institution- 6 years
	Minimum no. of UG & PG programmers currently conducted- 4
	At least 50% of faculty positions filled on regular full time basis as %age of total faculty positions as per AICTE norms
	Presence of Board of Governors as per prescribed norms

Specific for SC 1.2 & 1.2.1	SC.1.2	SC 1.2.

SELECTION PROCESS- FOR STATES

Initial State selection based on agreement to
	Share the project cost
	Provide pedagogy training for non-project Insts.
	Ensure implementation of academic & non-academic reforms
	Adopt block grant pattern of fund release
	Retain & utilize IRG including 100% tuition fee without adjusting revenue retained in non-plan grants in project institutions
	Establish 4 funds
	Authorize insts. to fill up 100% faculty vacancies on 11 month period or longer contracts
		# Reduce pre-TEQIP-I faculty vacancies by at least 50% through regular appointments
	Comply with disclosure management framework

Selection of States

	Process

Selection Processes For Institutions

In three stages:

1st stage (short listing of eligible institutions)
	Fulfill eligibility criteria
	Conduct SWOT Analysis
	Prepare Eligibility Proposals (EP) in the format & submit before the stipulated date to DTE after NPIU/State advertisement
		EPs evaluated & ranked by DTE and approved by State Selection Committee.
		Evaluation & ranking of EPs by National Evaluation Committee (NEC) for short listing institutions
		National Project Directorate (NPD) to review the NECs recommendations & short list institutions to submit Institutional Development Proposal (IDP)
		NPIU commssunicates eligible institutions to State.

2nd stage (selection in SC 1.1 & 1.2 )
	Only short listed Institutions
	Prepare Institutional Development Proposals (IDP) after invitation from State
	Submit IDPs in the format to the State before the stipulated date for selection in SC 1.1 & 1.2
		State screens IDPs for completeness & short listing
		NPIU also screens IDPs for completeness
		Evaluation & ranking by NEC
		Selection & fund allocation by National Selection Committee (NSC) based on NEC's report
		Declaration of selected institutions in SC 1.1 & 1.2 to State
		State & selected institutions to sign MoU to implement project.

3rd stage (selection in SC 1.2.1 )
	Only institutions selected for SC 1.2
	Invitation from NPIU in 3months from date of commencement of project
	Maximum 2 CoEs for each institution, but in separate proposals
	Each proposal must be
		A collaborative activity sharing physical & intellectual resources of faculty from different departments for a common research programme
		Trigger R&D culture and address emerging industry & societal needs
		Scale up PG & PhD programmes
		Collaboration with National & International research organizations
	Screening of prossposals by NPIU, Evaluation & ranking by NEC and selection by NSC basing on NEC recommendations.
